Transport Policy Defines the Quality of our Environment
Transport is not only the means to move people and goods.
To a large degere, transport policy defines the environment in
which we live.
Automobile transport causes most of our air pollution and
occupies an enormous area of public land.
Our air is poisoned. Streets are overrun with cars;
sidewalks, lawns and yards are transformed into parking lots.
Meanwhile, public transport is in a state of collapse and
the city has no bicycle infrastructure at all.

Comprehensive system of zoned parking
on public land.

Ban on parking in yards and on the sidewalk.

Construction of accessible multi-story and underground garages.

Use of tow truck against cars which repeatedly violate parking rules.

Gradual increase in the gas tax
to the level at which it provides 100% of road construction funds.

a solution to the problem of parking on public land).

bike parking at all Metro stations, theatres, large stores, etc.

Specially reserved places for transporting bikes on mass transit,

Creation of a network of pedestrian zones in the center of the city.

Ban on car parking on the sidewalk.

Use of the income from
paid parking
to finance a renaissance in public transport.

Creation of
separate lanes
for buses and trolleybuses on streets where traffic jams
delay public transport.

Preservation of
the tram heritage and
designs for new tram-pedestrian streets.

Construction of a new generation of public transport, such as
elevated express.

Liquidation of the gap between the Lesnaya and Ploshad Muzhecsto
stations.

Expansion of the metro.

Extension of the opening time of the metro until at least 1AM.
